I am looking for a shade tolerant (Roots)evergreen climber. That grows quickly and will climb the height of short garage. I live in the Pacific Northwest. Help ;<

Afternoon sunshine is a key element in the planting area you describe. You can grow grapes - and if you choose the right cultivar, you can even harvest fruit! (Interlaken or Himrod are good choices.) Or, you can train clematis armandii, honeysuckle, or Chilean bellflower up a trellis. These vining plants are evergreen. Deciduous plant choices include Celastrus (bittersweet), akebia quinata and climbing hydrangea. There are others - the choice is yours.
