If you have dormant bare root roses they should be planted right away with soil piled up or mounded over the canes and gradually removed as the plant begins to come out of dormancy. If container grown and acclimated to the outdoors, you could plant now. If container grown and very tender from being in a greenhouse, wait to plant until the threat of frost is past. Set it outdoors whenever the temperature is above freezing, but protect on cold nights by moving it to an unheated garage or similar spot that is cool but above freezing.
