I would like to put some kind of flower edge all around my flower garden but I want it to be a perennial and it needs to be low. Which plants would be the best for this and look the best for folage and flowers?

This is a matter of personal taste as well as how short you truly need. Here are a few suggestions of low growers that might make nice edgers, but keep in mind they tend to spread over time so will not stay in a tidy line the way annuals can be used: candytuft, dianthus, smaller cranesbills, heuchera, creeping thyme, low growing sedums, creeping phlox, aurinia, sempervivum, and possibly some of the smallest iris and daylily cultivars. I hope this gives you some ideas.
