We're thinking about sprinkling ground cayenne pepper in the rows and on top of our peanut and bean seeds to discourage the varmits (probably mice or voles) that are eating the seed. Will this hurt the seeds and keep the voles/mice at bay?

Hot pepper will not harm the seeds or plants and they have been found to deter mice, voles, and other critters. It's definitely worth a try. There are even commercial hot pepper sprays on the market that you can use to spray foliage to deter rabbits and deer, so hot pepper definitely has merit as a deterrent.
