My bradford pear trees are not flowering in the spring for the last 2 years. Why?

There are a number of reasons why this might happen. These trees need full sun all day long to grow and bloom their best, so if they are in a partly shaded or shady site that might account for it. Lack of soil fertility or drought can stress trees and reduce blooming and growth. And oscillating spring temperatures can damage flower buds and ruin the bloom display as well. Your local county extension should be able to help you analyze the growing site and weather conditions with regard to your trees as well, but I hope this helps you trouble shoot.
