|Unfortunately, based on your description I am not certain what the problem(s) might be with your plants. If they were recently planted as dormant, bare root plants, they may still come into growth. Keep the soil evenly moist like a wrung out sponge, not sopping wet and not dried out. Hopefully they will begin to grow leaves soon.
If these are plants that overwintered in your garden, you can check to see if they are still alive. Begin at the tip of each branch. Live wood is flexible and has green inside the bark, the buds are plump and firm. Dead wood is off color, dull brown or gray and is brittle with no green inside the bark. Dead wood can be pruned away. Both of these plants can handle a very severe pruning, so if there is live wood then they should survive and grow for you this summer.
