Unfortunately, based on your description I am not certain if the problem is an animal(s) or slugs. You will need to observe which creature is causing the problem before you can decide what to do.

Slugs are nocturnal and leave a silvery trail behind, they eat smallish holes in foliage. Slugs can be handpicked in the evening or baited with a bait containing iron phosphate, or caught in slug traps baited with stale beer. Animals such as deer, rabbits or woodchucks can be fenced out, with the best fence design depending on the specific animal it is; or they sometimes can be repelled using a spray on or granular repellent labeled for that specific animal. Sometimes, using a pepper wax spray on the plants will deter them as well. I hope this helps.
