Potatoes traditionally go into the ground in the Pacific Northwest at the end of March, or about two weeks before the last frost date. Some people plant on St. Patrick's Day, because he's Irish and there's a correlation between potatoes and Ireland. If your ground is exceptionally cold and wet, you can safely wait until mid-April to plant and you'll get fingerling-sized potatoes in mid-summer.
