My crepe mrtyles trees are way tall-above my 2 story house. When should I trim them and how far done? If I cut them all the way to the ground, will they grow again?

Crepe myrtles like this are more like trees than shrubs. Since these are so tall, you might consult with a professionally trained and certified arborist to see if they can be lowered by thinning and drop crotching so as to maintain an attractive silhouette. On the other hand, it sounds like these are just too tall for the location. If that is the case, you might want to consider replacing them with something that would mature to a size that is more in scale with the house.
