I would vote for the Chinese Elm Hedge (Ulmus parvifolia). It forms a dense screen in a hurry. Grows to 50 feet but looks great trimmed as low as 1-2 feet. Gets thick with regular pruning. Leaves hold late, turn red and purple in fall. Adapts to less-than-ideal conditions--tolerates drought and pollution, resists pests and disease.
