|In my experience it is difficult to transplant roses because they have deep root sytems. The best time would be late winter to very early spring before it starts to grow for the season. You would need to cut it back quite hard to compensate for the lost roots. If you tried it now, it would be even riskier. You would want to water enough to keep the soil evenly moist like a wrung out sponge, not sopping wet or saturated. (Excess moisture can cause the roots to rot.) Using an organic mulch about three inches thick over the root area would help keep the soil more evenly moist.
