So many plant choices, so little space! Here are some suggestions for flowering perennials as recommended by Colorado State University:
Monkshood (Aconitum spp.)
Bishop's Weed (Aegopodium podograria)
Carpet Bugle (Ajuga spp.)
Lady's Mantle (Alchemilla mollis)
Blue Star (Amsonia hubrichtii)
Anemone/Windflower (Anemone spp.)
Columbine (Aquilegia spp.)
Bergenia, Heart-Leaved/Pigsqueak (Bergenia cordifolia)
Bellflower/Bluebells/Harebells (Campanula spp.)
Garden Mum (Chrysanthemum x morifolium)
Tickseed (Coreopsis spp.)
Larkspur (Delphinium spp.)
Daisy Mum (Dendranthema x rubellum)
Pinks (Dianthus spp.)
Sweet William (Dianthus spp.)
Foxglove (Digitalis spp.)
Purple Coneflower (Echinacea purpurea)
Alpine Willowherb (Epilobium fleischeri)
Wintercreeper, Purpleleaf Euonymus fortunei 'Coloratus'
Joe-Pye weed (Eupatorium spp.)
Sweet Woodruff (Galium odoratum)
Cranesbill (Geranium spp.)
Geranium, Sticky (Geranium viscosissimum)
Lenten Rose/Christmas Rose (Helleborus spp.)
Coral Bells (Heuchera spp.)
Rose Mallow (Hibiscus moscheutos)
Hosta (Hosta spp.)
St. John's Wort (Hypericum calycinum)
Spotted Deadnettle (Lamium maculatum)
Shasta Daisy (Leucanthemum x superbum)
Lupine (Lupinus spp.)
Maltese Cross (Lychnis chalcedonica)

For a small hedge, I'd recommend boxwood.

Best wishes with your garden!
