I have a locust tree planted probably 20 years ago. The tree roots are above ground at the base of the tree and seem to be traveling toward the sidewalk and house. Is there anything that can be done to control this?

You can do a little root pruning, but as the tree matures, you'll find more and more roots showing up at the surface. It's just the nature of the tree. You can sever the offending root from the tree by digging down and cutting it clean; just be careful not to remove too many roots or your tree won't be firmly anchored in the ground!
