How long do these seeds need to germinate and can they germinate in early summer?

These are usually treated like biennials and planted in late summer to early fall to germinate, undergo a chilling and then bloom the following spring. Once planted in the garden, they usually self seed and perennialize. I think the summer heat and high soil temperature would prevent germination in summer.
