What is the significance of the green and white bullseye symbol displayed in the catalog on some selections of vegetable seeds?

The "Bulls-eye" designates vegetables proven tops for productivity, flavor and wide adaptability. You'll find explanation of all the symbols used in the catalog on page 54.
