The right soil for foundation - Knowledgebase Question

The foundation in my yard consists of large rocks, garbage (including cans, bottles and fabric) mixed in with cement clay and soil. This has created a huge drainage problem among other things. My question is what is the right way to prepare a foundation? Do I use garden soil or white sand or black soil?

I would start by removing all the trash, cement, etc. that you can and then bringing in some loamy topsoil. Rototill this into the surface if the existing soil to avoid a sudden change in soil type and create a more homogeneous mix. Garden soil is fine but I would avoid pure sand or clay.
