Based on your description I am not certain what is happening to your roses. Sometimes, sadly, roses will simply decline due to age.

Sometimes stressful weather conditions will cause them to die out, or will damage the graft and this causes the desired rose to die off. This leaves the root stock which will be different from the desired rose and may or may not bloom.

If you planted shrub roses, these require a different type of pruning than the hybrid teas. Hybrid teas are pruned very hard each spring, but the old fashioned shrub roses are not pruned then because they bloom on old canes -- spring pruning will eliminate flowering.

Also, some roses have better winter hardiness than others. Excessive winter damage can limit blooming as well.

Finally, you may want to run some basic soil tests and check fertility and pH levels, and adjust those if indicated by the test results. Using a year round organic mulch can help feed the soil, as will top dressing with good quality compost. You might also check that the soil moisture is adequate as dry soil can limit blooming and growth.

One last thing to check is that the area is sufficiently sunny. Roses do best with full sun all day long or a minimum of six hours of direct sun including the hour of noon. Sometimes a spot will become shadier over time due to the growth of surrounding trees.

I hope this helps you trouble shoot.
