Can I cut like four inches of the top of the trumpet lily and plant it?
If that works then what is that called?

No, true lilies (Lilium) can't be propagated by stem or tip cuttings. These are special in that they are bulbs. They can be propagated by separating the clump of bulbs or sometimes by using bulb scales taken from the bulb, or by planting little bulbils that form along the stem. They can also be propagated by seed -- although that is not usually done by gardeners.
