Lack of bloom is usually due to excessive fertilizing or a lack of lot of sunlight. The yellowing leaves are an indication of a soil problem. Soggy wet or dry soil can both cause this. So can damage from certain weed control products such as some weed and feed products. Time will fix this damage. The soil moisture situation is somewhat dependent on the weather but if the plant is in a low area with black clay soil then the planting hole tends to be a soggy underground bathtub during wet periods and you may need to dig it, rebuild a raised planting bed or relocate the plant and reset it in. November is a good time to do this.
