My backyard backs (faces southwest) up to apartments, and I want very much to block them out. Trees cannot be planted due to all the lines buried behind my fence and my yard is small with a mediterranean theme. Whatever I plant (mediterranean themed) it must stay green all year to create the screen to cover the view of the apartments and not take over my already small yard.

I think I would plant Thuja (American arborvitae). Thuja 'pyramidalis' grows tall and narrow (remaining 2-3' wide in maturity). A second suggestion is Skyrocket Juniper. Hope one of these shrubs is just right for your garden.
