I have and infastation on the leaves of my kwansan cherry tree that curles the top tip leaves and turnes them red. Can you identify this disease?

Based on your description I am not able to tell you specifically what is happening to your Kwanzan cherry tree, but this type of symptom could be related to drought stress. I would suggest you consult with your local Cornell county extension to obtain a more specific diagnosis and based on knowing that, decide what to do for the tree. If it is a pest or disease problem, they will have the most up to date information on what to use and how/when is best to apply it for maximum results. Another option would be to consult on site with a professionally trained and certified arborist with experience in ornamental trees. I'm sorry I can't be more precise long distance.
