One of our live oak tree's leaves turned brown and fell off couple of week's back (our yard didn't get any water for about a week). I can see new green leaves coming now but the tree has hardly any leaves at the moment. What should we do to make it look healthy? Both our tree's leaves look light green whereas I find the other's are dark green in colour. Why is it so ?

The fact that new growth is emerging is a good sign. Keep the soil moist and give it some time. There is not much time to fall and winter so I would not fertilize it now. Wait until early spring to fertilize. The leaves will darken some in time but next year's leaves will be naturally green. I think the tree will be fine but it needs to get those leaves on out and give them time to do some carbohydrate production to replenish the lost reserves before a cold snap causes them to fall.
