when is the best time to plant weeping willow trees in my area, and which type grow the fastest? I like the big trees not the ornimental type.

Either fall or spring are good times to plant landscape trees and shrubs. That's when temperatures are cooler and rainfall more abundant, both of which help the roots become quickly established. Weeping willow (Salix alba) is a fast growing tree that is usually sited along water. Be cautious where you plant this one because its roots can be very invasive and destructive to sidewalks, drains and septic systems.
