Clover generally thrives in soil that is nitrogen poor -- where grass will not grow well due to lack of nitrogen. I would suggest you run some basic soil tests to check the fertility and also the pH of your soil. Then fertilize per the test results and if indicated by the tests, add limestone to correct the pH. The correct pH will enable the grass to use the fertilizer better. Your local Penn State cooperative extension should be able to help you with the soil testing and interpreting the results.
