How do I keep groundhogs out of garden? They take one or two bites out of tomatoes and move on to another.

You can try to protect your plants using a pepper wax spray or one of the commercially formulated repellents labeled for rodents or groundhogs. But the most reliable method is probably to fence them out. Also, I should mention that groundhogs are unpredictable wild animals with sharp teeth. You may want to consider trapping and removing them, your local animal control may be of assistance.
