Sometimes citrus trees can be slow to come into bearing. It may be partially because the tree is not an enough sunlight. It takes good full sunlight for a treat to be fruitful. It may also be that your tree is not a grafted tree but rather a rootstock or a seedling. Sometimes the graft fails and the rootstock ends up growing and being sold as the tree unknowingly. I would give the tree two or three more years to see if it begins to bear. Make sure it is getting plenty of sunlight and that you are providing adequate water and moderate amounts of fertilizer. By the fifth or sixth year it should be bearing fruit.
