I bought a bougainvillea from Home Depot a couple of years ago and was told it would be alright to keep it in the pot and it was not necessary to plant it in the ground. Well, when I went to move the plant it had established a root into the ground so deep I couldn't pull it out. Can I cut the root and move the plant without doing any damage?

It would be better to dig the root out of the ground and then carefully thread it through the drainage hole, then repot the entire plant in a new and larger pot. If that isn't possible, cut it off but leave the plant in the pot for a few weeks so it can recover. Then you can either repot it or plant it in the ground.
