Drought Tolerant Border Plant - Knowledgebase Question

I am looking for an annual or perennial that meets the following description: low/med grower, flowers most of the summer, can tolerate droughty soil in full sun, and possibly spreads. It would be planted on top of an area where tulips are planted below.

The old standby for this situation is portulaca. They thrive in such conditions. I think you'd find that nasturtiums would do well there, too.
