My orange tree (newly planted last year) has many buds clustered. Should I be concerned or should I remove all but one bud from cluster. If so how can I determine which bud would be most beneficial to keep.

Don't be at all concerned. Citrus trees always produce more flowers than they are capable of developing into fruit so some of the flowers will drop without ever setting fruit. Of those that begin to develop fruit, a large percentage will abort before they reach a half-inch in diameter. Of the remaining, most will become full-fledged oranges. So, don't be concerned about the flowers. They will thin themselves out without any assistance from you.
