I am starting seeds for the first time with the burpee seed starter kits, and plant lights in the garage. After 9 days
only a few out of the 30 "cubes" have seedlings emerging.
Is it possible I have kept the peat mixture too moist?
The lights are 8 inches above the top of the container and are left on 24 Hours a day. What went wrong?

There may be nothing wrong at all. Some seeds can take 2-3 weeks to germinate, so patience is all that's needed. Many seeds don't need light to germinate, but after they've sprouted, the light source should be about 6 inches above the tops ofthe plants, and left on for 14-16 hours each day, but turned off at night. The soil medium should be moist, but not soggy wet. You can remove the plastic tops of the kits to let moisture escape if things are too wet. After the seeds have sprouted, removethe plastic tops, or prop them open a bit to allow for some air circulation. Good luck with your new plants!
