i planted daffodis in 2006 last year and this year when they came up some of them don't get the stem/flower just the leaves

The problem may have been caused by removing the foliage too soon last spring. Daffodil bulbs need their foliage to manufacture carborhydrates which are stored in the bulb for the following year's flower display. If the leaves are not allowed to die back on their own, they cannot transport carbohydrates to the bulb and they will not flower. This year allow the foliage to turn brown on its own. This will assure that an adequate amount of energy will be stored in the bulbs for next spring's floral display.
