Roses require at least 8 hours of direct sunshine so I'm afraid you will be disappointed with roses in your garden if they get only 3-4 hours of sunshine. With that small amount of sun they won't bloom well and will be disease prone. An exception might be the Rainbow Knock-Out rose. It's more of a carpet rose than an upright shrub, but it will give you lots of flowers all summer long and is disease resistant and drought tolerant.

Best wishes with your garden!
