I am interested in learning what (if any) options exist to plant perennials in window boxes and / or hanging outdoor plants. How do I find out what these options are?

The plants you choose will depend upon whether they will be in sunshine or shade. Some of the best perennials for sun include:
Achillea (Yarrow); Anacyclus depressus (Atlas Daisy); Aurinia saxatile (Basket-of-Gold); Campanula rotundifolia (luebell); Centranthus ruber (Red Valerian); Campsis radicans (Trumpet Vine); Gaillardia aristata (Blanketflower); Nepeta x faassenii (Catmint); Zauschneria arizonica (Hummingbird Trumpet), or nealy any trailing plant you can find at your local garden center.
