I apologize for this delayed reply to your gardening question and hope it is still helpful to you.

If those four o'clock seeds have been exposed to were storage conditions such as high temperatures or high humidity they may no longer be viable. However if they are viable you can plant them about 1/4" deep in a seed starting mix and keep them moist and at about room temperature or slightly warmer and they should sprout in a couple of weeks. Those plants are not very difficult to grow but the issue of whether or not the seeds are still able to grow is the key question.
