what type and how much fertalizer is recommended for the palm tree and i live in jersey do i have to protect it in the winter???

I hope you've planted your fan palm into a large container so you can take it indoors over the winter months. They are hardy only to about zone 8 and your winters are much colder than that. Even if you protected the roots and trunk from freezing, the fronds would freeze and you'd end up with nothing but a trunk. While new fronds would grow during the summer months, you'd still have an unsightly stump for 9 months of the year. On the other hand, if you plant in a large container you can enjoy the palm outdoors during the summer months and enjoy it indoors the rest of the year.

Palms don't require a lot of fertilizer; in a container you can feed with a diluted liquid fertilizer such as Miracle Gro or Peter's.
