I believe I have a rose bush but cannot get any roses on it is there some thing I can do to produce buds?

If in fact you do have a rose bush, it may not be getting enough sunshine (8 hours per day) or it may be getting too much nitrogen fertilizer. Either will slow or even stop flower production. Even if you are not deliberately feeding the plant it might be getting excess nitrogen from a lawn or other plants that you regularly feed. Nitrogen tends to force lots of green growth, at the expense of flowering.
