to prevent black spots on the roses and leaves I read you have to mix 1 tablespoon of baking soda with 1 gallon of water. My question is, is this solution pour on the base of the rose bush since it said not to let the rose or leaves get wet?

No, actually you spray it on the foliage and stems of your rose bush. Even though you shouldn't get the foliage wet with routine watering, the soda/water mixture needs to come in contact with the diseased parts of your rose bush.
