Can clementis be started by cuttings ? How are the seeds started?

Yes. The following web site tell all about starting plants from cuttings:

You can also do a "layer". Note the section in the above web site on Layering.

Clematis come in many types and some are very slow to grow from seed. This next web site gives information on starting these and other plants from seed.
Of course if you are purchasing the seeds the seed packets provide seed starting instructions also.
