The cocoon outside the folded leaf is most likely from a caterpillar that could have been feeding on the leaves of your plant. At this point spraying would not be helpful but you might watch the plants at note if additional damage seems to be occurring. I suggest you check the plants over periodically to see whether or not you can find insects eating on the leaves. If you don't see any insects but are still seeing damage you might try going out at night flashlight because some pests are nocturnal.

Fire ants are not what is eating your plants. They don't do that.
