can i stll plant these bulbs i received in the spring or should i store them until fall and if i should store them what is the best way to do this?

Your bulbs won't survive unless you plant them now. I'd plant them into containers filled with potting soil. This way they can grow new leaves to replenish the bulbs with carbohydrates and even if they don't flower (which they may or may not do), you can place them in the garden. When the weather gets cold and the foliage shrivels down you can store the bulbs in their containers in a cool but above freezing spot during the winter months. In the spring all you need to do is move the containers back outdoors.
