If your orange tree is getting plenty of sunshine and water, it should be growing. Citrus can take a full year to become established but once it does, it should put out new growth. This leads me to believe that there's a problem with the root system. Perhaps the roots cannot grow. Why not dig it up and check the soil to make sure it isn't rock hard? Check the roots to make sure they are heading out into the soil rather than curling around and around. If the soil is okay, replant the tree and water it well and then just wait for it to re-establish itself. It should grow for you next year.

Best wishes with your orange tree!
