I think it depends on the grasses in your turf and why they died. In cold winter areas such as yours, cool season grasses are the most predominant and these grasses tend to die out in the summer when the weather is hot. No amount of watering will make them green up, but they will break dormancy and green up in the fall when the weather cools. If you have a lawn of cool season grasses, you only have to wait for the weather to change and it will green up all on its own. If you have warm season grasses and they are drought stressed, regular watering will help them green back up. This fall you might overseed the entire lawn with a mixture of cool season and warm season grass seeds so your lawn will be green spring, summer and fall.
