Each of the little berries produced by pepper plants can sprout into a new plant when it falls on the ground so the first defense is to keep the berries cut off the plant before they have a chance to drop to the ground. A second procedure is to use a pre-emergent herbicide such as Preen. It will stop any seeds on the ground from germinating. A third suggestion is to cover any bare soil with a weed barrier to keep pepper plants from sprouting.
