Pepper plants are annuals and will grow for 70-90 days and then die. You'll need to plant new pepper plants next spring if you want them in your garden. You can save the seeds from your current plants to replant in the spring or you can purchase already started pepper plants in your garden center next spring. Peppers need lots of sunshine and heat which might explain why the fruit is small on your bell pepper plant. Next spring plant your peppers in the warmest, sunniest spot in your garden and they should produce larger fruits.
