| Laura, That is a tough weed to kill and thus the many opinions online. There are a few options but not simple one shot solution. The option that seems to have worked best with folks I speak to is to weedeat the area to tear up the leaves and vines and then immediately spray it with glyphosate (Roundup) and/or a poison ivy killer type product taking care not to get this on any desirable foliage to avoid killing the desirable plants. Just spray enough to barely wet the vinca folige and damaged stems, don't drench the soil or spray before a rain or nearby trees or shrubs will be damaged. Also a few days prior to spraying water the area well so the vinca is growing and not drought stressed. Wait a week or more before removing the vine to allow the products to move down into the plants for best results. Repeat applications will most likely be needed. Thanks for the question.
