Can I use clippings from my verbenas to start new plants. If so, how should I cut the clippings and what is the best time of the year?

You should be able to root cuttings at any time of year. Take cuttings from the new growth, strip off the lower leaves, dip the cut end in rooting hormone and place them in pots or flats of moistened seed starting mix or potting soil. Keep the soil moist and your verbena should root in a few weeks.
