What might the problem be when crape myrtle trees and shrubs fail to flower or begin to attempt to flower very late in the season?

Flowering is prompted by growth and by temperature. If your spring was cool or the winter was long, it would delay the flowering. Crape myrtles flower on the new growth of the season. If there's no new growth or very little new growth, they won't flower. Or, if you have a late freeze, one that hits after the flower buds have developed, the frost can kill the buds before they open.
