the flowers look half dead by the time they open and there arent very many should i dig them up and spread them out some they have been there for 20 years or more

If your peonies have been in the same place for 20 years, I think it's time to dig and divide them. While you have them out of the ground, amend the soil with compost or peat moss to not only loosen the soil so the roots can grow well, but to add some nutrients to the soil. Wait until they have gone dormant (this winter) to dig and divide them. Peonies resent being disturbed so if you do it while they're sleeping, they'll hardly notice they have been moved. Plant the roots so the eyes are just 2-3" below the soil surface. If you plant them too deeply they will refuse to flower.
