|Sometimes it just takes a while for roses to become established and perform to their full potential. As long as you see healthy new growth, your roses are fine - they just need a little more time to establish a larger root system so they have enough energy to produce lots of flowers. Next spring you should see an improvement in their performance. In the meantime, feed with a fertilizer especially formulated for roses (in amounts and with the frequency as recommended on the label) and keep those spent flowers removed from the plants. Cut back to a 5-leaflet leaf when you deadhead to encourage additional growth and flowering.
