It can take several years to improve clay soils so I think what you're doing is the right course to take. The more organic matter you can work into the soil, the better the soil's makeup will be. Eventually you'll have nice garden loam. I usually spread 4-5" of organic matter over the planting bed each spring and dig it in to a depth of 8-10". Then I plant and add another 2-3" of compost on the bare earth around my plants. In the fall I dig it into the soil and place a fresh layer of organic matter over the soil. Just keep working in that aged-manure, compost, shredded leaves, etc. and eventually you'll have rich, loamy soil instead of clay.

Best wishes with your garden!
